It is really hard to frame a question well anyway, and in any case the focus may shift as the debate goes on, and the original framing may need to be reframed.
So, shall we rename 'questions' to 'topic of discussion' or something like that?

If you do this well, the new proposal will be endorsed by both the proponent of the first and of the second proposal, and you will have effectively joined those proposals.
